The U.S. Department of Transportation will conduct a review of the Killeen-Temple Metropolitan Planning Organization (KTMPO) on April 15–16, 2026. This review, conducted by the Federal Highway Administration and the Federal Transit Administration, evaluates how the MPO plans and programs transportation projects in the region. The review is required by federal law to ensure the MPO’s planning process meets federal transportation requirements.

Purpose

The KTMPO is responsible for coordinating regional transportation planning and prioritizing the allocation of federal and state transportation funding for roadway, transit, freight, bicycle, and pedestrian systems in the region. Every four years, the Secretary of the U.S. Department of Transportation (DOT) must certify that each Metropolitan Planning Organization (MPO) serving a Transportation Management Area (TMA) is carrying out the metropolitan planning process in accordance with federal statutes and regulations.

  • To ensure that KTMPO’s transportation planning process remains ongoing, collaborative, and comprehensive, and continues to meet federal requirements for metropolitan transportation planning.
  • To review how planning efforts are working, including the Long-Range Transportation Plan (LRTP), Transportation Improvement Program (TIP), performance-based planning, public involvement, the Congestion Management Process, and Hill Country Transit District when applicable.
  • To highlight strengths and best practices, and to identify opportunities for improvement that strengthen regional planning efforts and maintain eligibility for federal transportation funding.

  • The Federal TMA Certification Review helps ensure that KTMPO’s transportation plans support safe and efficient transportation for the Killeen–Temple–Fort Hood region.
  • It provides an independent federal review and helps strengthen coordination among KTMPO, TxDOT, transit providers, local governments, and the public.
