Overview of Public Engagement
Who • How • When • Where • Why

The Killeen–Temple Metropolitan Planning Organization’s (KTMPO) Public Engagement Plan reflects a strong commitment to meaningful, community‑centered public involvement. KTMPO seeks to go beyond basic regulatory requirements by ensuring that public engagement activities are accessible, representative, and responsive to the communities it serves.

Guided by these principles, KTMPO focuses on creating opportunities for residents to participate in ways that are clear, open, and designed to encourage broad involvement. As engagement progresses toward deeper collaboration, strong partnerships emerge between the public and regional transportation planners. This process ensures that community perspectives—through feedback, comments, and concerns—meaningfully influence transportation decisions.

WHO? 

This public involvement opportunity is open to and intended for:

  • Residents and commuters within the KTMPO planning area
  • Local governments and elected officials
  • Transportation agencies and service providers
  • Businesses, freight operators, and employers
  • Community organizations and advocacy groups
  • Traditionally underserved populations, including low-income and minority communities, older adults, and individuals with disabilities
  • And YOU!

Public input helps ensure regional transportation plans and programs reflect the needs, priorities, and values of the community.

HOW?

KTMPO values public input. During the Certification Review, survey responses and public comments are submitted directly to the Federal Highway Administration (FHWA). KTMPO receives this feedback later as part of the scorecard process. We use the results to help improve regional transportation planning, and any recommendations or follow‑up actions from the review will be addressed in coordination with our federal and state partners, with opportunities for continued public awareness and engagement.

WHERE?

WHY?

The KTMPO is responsible for coordinating regional transportation planning and prioritizing the allocation of federal and state transportation funding for roadway, transit, freight, bicycle, and pedestrian systems in the region.

Every four years, the Secretary of the U.S. Department of Transportation (DOT) must certify that each metropolitan planning organization (MPO) serving a transportation management area (TMA) – a designation by DOT of an urbanized area with a population over 200,000 as defined by the Bureau of the Census or smaller urbanized areas on request by the Governor and MPO – is carrying out the metropolitan planning process in adherence with federal statutes and regulations.

  • To ensure that KTMPO’s transportation planning process remains ongoing, collaborative, and comprehensive, and continues to meet federal requirements for metropolitan transportation planning.
  • To review how planning efforts are working, including the Long-Range Transportation Plan (LRTP), Transportation Improvement Program (TIP), performance‑based planning, public involvement, the Congestion Management Process, and Hill Country Transit District, when applicable.
  • To highlight strengths and best practices, and to identify opportunities for improvement that help strengthen regional planning efforts and maintain eligibility for federal transportation funding.
  • The Federal TMA Certification Review checks that KTMPO’s transportation plans support safe, fair, and efficient transportation for the Killeen–Temple–Fort Hood region.
  • Finally, it provides an independent review and helps improve coordination among KTMPO, TxDOT, transit providers, local governments, and the public.

Members of the public may submit comments in person during our meetings, hearings, workshops, and other scheduled events. Contact KTMPO staff prior to the event in order to sign up. Please limit comments to 3 minutes. No discussion or final action will be taken by the Board.
