The Killeen–Temple Metropolitan Planning Organization (KTMPO) is seeking public comment on a proposed update to the 2050 Metropolitan Transportation Plan and the Fiscal Year 2027-2030 Transportation Improvement Plan, which includes the addition and removal of highway projects.

Overview of Public Engagement
WHO?
This public involvement opportunity is open to and intended for:

WHAT IS CHANGING IN THE 2050 MTP AND FY 27-30 TIP?
Proposed Formal Amendments
KTMPO is updating the 2050 MTP to add two highway projects and delete three highway projects. At the request of the City of Belton, Projects B45-01b and B50-03 were removed as they no longer align with the City of Belton’s Long-Term Plan. Project B45-12 is expected to be added back as part of the IH-35 reconstruction effort.
The Draft FY 2027–2030 TIP includes 18 highway projects and 28 transit projects that are either being carried forward from the previous TIP or newly added. Several projects reflect updated letting dates, which indicate when a project is expected to begin the bidding process, as well as revised project details based on the most current information available.
TRANSIT PROJECTS:
FY 2027–2028: These funds are carried forward from previous years and remain available for use during this period. With HOP operating primarily as a microtransit, van-based system, ADA funds are planned to support operational needs, including facility and shop improvements.
Federal Funding Category 5310 in the amount of $276,177 will be used to purchase one ADA-compliant vehicle. The remaining funds will be applied toward the purchase of a second ADA-compliant vehicle.
FY 2029–2030: This is new funding and will support continued transit operations and help keep the fleet safe, reliable, and well-maintained for riders.

KTMPO recognizes the vital role that housing and community development partners play in shaping a connected, equitable transportation system. KTMPO is committed to ongoing coordination and meaningful engagement with these stakeholders throughout the transportation planning process.
KTMPO also recognizes Tribal governments as sovereign Nations and is committed to sustained coordination and meaningful engagement with Tribal partners throughout all phases of transportation planning.
To strengthen alignment with Federal Certification Review requirements and the associated evaluation framework, KTMPO has enhanced its Public Engagement Plan to more clearly incorporate opportunities for public input during the Federal Certification Review and other MPO‑led planning activities.
WHEN?
The Public Comment Period begins on March 23, 2026, and ends on April 27, 2026.

KTMPO values public input. During the public comment period, there are several ways to share your feedback, including social media emoji reactions, email, mail, or attending a public meeting.
